概要	This study examines how the provision of public services to citizens in Russia has changed following the transition to a new political system, focusing primarily on education. It demonstrates that, whilst services with low costs to the public, a feature dating back to the Soviet era, have been maintained in the education sector, local government finances are under severe strain due to the burden of education expenditure.
